Assessment of Capital Projects

To be presented to the Executive Council Meeting of
The World Federation of KSIMC, in Brampton on 20 March 2004


Background
During the last World Federation Conference in Dubai 2003, a paper on the working of the WF was presented that the community has so many capital projects, which are facing major financial problems. This is due to a lot of reasons but the main one is these capital projects are not being centralized through one central body.  Our funding comes through individual Jamaats, Regional Federation & The World Federation; none of them have special resources to fund these.  The main source is individual member of this Khoja Community around the world. It was agreed at the conference that information on all our capital projects be gathered and the data presented at the 1st Executive Council meeting.

The response from Jamaats and Regional Federations has been poor. However, from the response received, currently the total cost of the outstanding and envisaged projects in the comunity totals US $ 58,918,961.  Is our community able to fund such a capital burden?

We also need an overview of what actions needs to be taken by the community so as to ensure that robust systems and processes are in place.  At present, although the needs assessment exercise for a capital project is undertaken by the Jamaats; many times the outcomes are that the projects are underutilised or outgrow the demand within a significant short period resulting in the launch of another new project by the same community within a short period of 5 years.

Furthermore, the Strategic Plan  “Creating Futures Together 2003-2008” has highlighted that by 2008, the World Federation will develop systems and processes to ensure funding for capital projects is based on a needs analysis and delivery of census data.”

All this raises some fundamental concerns of due diligence that need to be addressed.

What is asked of the Executive Council?

  1. To agree that a Capital Projects Working Group is formed.

  2. The Capital Projects Working Group should consult various jamaats and regional federations to learn from their mistakes so as to incorporate this into a comprehensive system and process.

  3. The Capital Projects Working Group develop a comprehensive systems and processes for all new capital projects.
  4. Regional Executive Councillors to be co-opted in helping to provide information from their respective regions to the Capital Projects Working Group.

  5. Draft final report with recommendations that need to be implemented by the Executive Council to be presented to the 2nd Executive Council meeting of term 2003-2006 in Pakistan.

  6. Office Bearers of the World Federation do not approve any new capital projects until the Executive Council has approved the recommendations from the Capital Projects Working Group.
