As you are aware, the Conference in Dubai in September 2006, will be different to all previous conferences, in that more time will be given for discussions rather than speeches, so the community may share their experiences.
 
On Friday evening 15 September, we have a special session 'Keynote Address and Discussion with Regional Leaders'. At this session, each one of you 7 leaders may speak for 7 minutes each. You may make say three points regarding your own region or regarding other regions  across the board. After the presentation of the 21 points by your good selves, the conference participants will be asking questions or making observations on the 21 points made. You will then have the opportunity to answer any question asked or to any point made.
 
I look forward to your co-operation for this session, so we have a truely global exchange of ideas and good practices. 
 
I am copying this letter to other members and councillors, so all are aware of the format of this special session.
