Triennial Conferece 2009 - Voting Rights and Representations

May I request all Members to go through the list below and inform me if an update needs to take place.  The list contains the entitlement for representation, deliberation and voting rights as per clause 10 of The Constitution.  For your ease, I am appending this clause.

Any updates have to reach The World Federation Secretariat office by 27 July 2009

In addition, the formation of the new Regional Federations and Associate Membership and their respective voting rights are covered under clause 3.1 of the Constitution.   Again, for your ease I am appending this clause.

The Amendment to the Constitutional Clause on Membership Eligibility 3.1 was adopted at the Fifth Constitutional Conference held on 8 October 2003 in Dubai.  The effect of this is that as of 7 October 2009, the following Members will become Associate Members of The World Federation with no voting rights.

Besides the 15 Nominated Councillors detailed above, 14 other Members of the Executive Council are entitled to attend, to deliberate and to vote (President, Vice President, Hon. Treasurer, Secretary General, 5 Ordinary Councillors and 5 Appointed Councillors).  In addition, the Electoral Commissioner being a delegate can vote.

10. Representation at Conference

10.1 Each member regardless of the number of individuals within itself shall be entitled to send one representative as delegate to the Conference provided that where the number of individuals within a member exceeds one thousand (1000) then such member shall be entitled to send one additional delegate for every one thousand (1000) individuals in excess of the one thousand within such member, provided that the total number of delegates shall not exceed 20. However, where the member is a Regional Organization, the total number of delegates shall not exceed 20;

10.2 Unless otherwise specified in the Constitution each member of the Federation shall have one vote per delegate present and voting at the Conference as its representative and all questions at any Conference shall be determined by a simple majority of the votes of those persons entitled to be present and to vote and who vote on the question;

10.3 Each member of the Executive Council shall have the right to attend and vote at the Conference.

3. Membership

3.1 Eligibility

Shia Ithna-Asheri Federations of Jamaats, Communities or Organisations established in such geographical regions as may be feasible and agreed by the Executive Council shall be eligible for a single membership of the Federation. Where no Regional Federation exists, the current individual member Jamaats shall form such a Regional Federation and apply for membership of the Federation no later than six years from this change in the Constitution. In the event one or more current individual member Jamaat shall not join a Regional Federation, they shall become Associate Members of the Federation with no voting rights. In a region where no Regional Federation is constituted nor applied for membership no later than six years from the date of this change, then all individual member Jamaats in that region shall become Associate Members with no voting rights. Other than the current individual member Jamaats no such individual Jamaat, Community or Organisation be eligible to apply for membership of the Federation.
