Agenda item 15.1 Resolution by the Africa Federation
The Africa Federation wishes to move a resolution for the World Federation Triennial Conference in October 2003.

Preamble:
Since the inception of the World federation in 1976, members of Community from all over Africa have generally contributed towards various capital, economical, social and religious projects in all 5 continents of the world.

After the migration of our brothers from Uganda, Kenya and Tanzania to Europe and North America, the World Federation focused its attention and resources towards capital projects in the West, which Alhamdulillah, with maximum support from Africa are now almost complete and serving the Madhab of Ahlul Bayt (AS).

The Africa Federation's membership can be looked upon as the major contributors towards our community in building their Islamic Centres in Europe and North America. This is of course in addition to economic upliftment and educational assistance advanced to areas in India, Pakistan and other parts of the World.

We wish to draw attention to the present situation in Africa and the plight of our community members especially the lower middle class and middle class members, who suffer hardships silently. And in order to maintain their self-respect and integrity, these families are more often reluctant to seek assistance from our institutions.

It is the commitment of the leadership of the Africa Federation that in all fairness and in the spirit of assisting each other, it is now time to turn the focus to Africa. It is now the turn of the Jamaats from all over the world to focus their attention and resources towards Africa in order to uplift the educational, economical and housing arrangements for deserving members of our community.

It is to be noted that the period 1991- 97, the attention of the World federation was focused towards eradication of poverty in Gujarat and other parts of Asia, which has without doubt borne positive results.

In view of this, the Federation of Khoja Shia Ithna Asheri Jamaats of Africa wishes to move the following resolution:

BE IT RESOLVED THAT THE WORLD FEDERATION TERM 2003 - 2006 BE DEDICATED TOWARDS ERADICATION OF POVERTY IN AFRICA AND BE FOCUSED ON THE UPLIFTMENT OF OUR COMMUNITY IN THE EDUCATION, ECONOMIC AND HOUSING SPHERES.

Resolutions by KSIMC of London

The Committee has recommended that the following resolutions be presented for adoption at the tri-ennial conference in October 2003.

Agenda item 15.2 It is hereby resolved that all Constituent member Jamaats in any particular geographical region refrain from soliciting funds in another geographical region without the prior consent of its own regional federation.

Agenda item 15.3 It is hereby resolved that at the first opportunity that arises in the Change of the President, the current President of the World Federation shall become the Speaker and preside over all Conferences for a period of three years.

Agenda item 15.4 It is hereby resolved that the Electoral Commissioner shall conduct census of all individual heads of all constituents member Jamaat. All members of the Federation are required to assist and comply. The non-compliance will result in a loss of voting rights at the Presidential Elections.

Agenda item 15.5 It is hereby resolved that the Executive Council of the WF immediately appoint an Advisory Council for the purposes as to be directed by the President or the Executive Council of the WF
 
Preamble: Advisory Council
The committee appreciates the role this council can play in our community. The Committee in its discussions has suggested that the name should be Advisory Council and not Elders Council as the former has a greater scope. This particular committee can be initiated and instructed by the President or the Executive Council mainly for disputes of any kind between members or its constituents. Over the years this council would gain both respectability and the World Federation would be able to design better and more positive functions for it. It is recommended that the creation of this committee be left to the Executive Council and be called to action either by the Executive Council or The President as and when necessary. The Council should not consist more than 6 persons to begin with and must be completely independent of the Executive Council of the World Federation.
